Federal shutdown in the US: what is the impact for people with disabilities?

The federal shutdown in the US puts thousands of programs at risk. For people with disabilities, certain support services may be delayed, while others (considered "mandatory") remain protected.

1. What a shutdown is and why it happens

In the United States, a shutdown occurs when Congress fails to approve budgets on time. As a result, non-"essential" services are suspended, and the involved federal employees are put on unpaid leave.

During a shutdown, the "mandatory" provisions, such as social security or disability insurance, are not dependent on annual appropriations and continue to be paid.

 

2. What this concretely changes for people with disabilities

  • Delays in new applications and appeals: administrative services (allocation of assistance, assessment, case processing) may be delayed or suspended.

  • Freezing or suspension of subsidized programs: some grants, support programs for associations, or funding of specialized services may be stopped during the shutdown.

  • Interruption of non-"mandatory" services: some assistance, training, or community support services funded by government appropriations may be suspended.

  • Increased pressure on emergency services and associations: non-governmental organizations, day centers, or local aid may become overwhelmed due to lack of institutional support.

 

3. The protection and risks to monitor

  • The mandatory social provisions (social security, SSDI, SSI) continue to be paid because they are funded through permanent funds, separate from the annual budget.

  • However, the administrative staff needed to manage these programs may be understaffed, which delays case processing or supportive services.

  • New applicants or appeals (appeals, claims) may be delayed until the end of the shutdown.

  • Some advocates fear that lasting budget cuts decided during shutdowns might specifically target programs for people with disabilities in the name of "budget balance".
